California Republican George Radanovich said Tuesday that he will not seek re-election to Congress next year but will serve out his eighth term representing a GOP-leaning district.Democrats hope to make some gains in California next year by targeting congressional districts won by President Barack Obama in 2008. But Radanovich's political turf, the 19th Congressional District in the state's Central Valley, was not part of that effort.

The District of Columbia has done away with vehicle safety checks, but car owners still must pay $35 and wait in long lines for federally mandated emissions tests.The inspection charge is the same as it was before Oct. 1, when the city stopped conducting the 81-point safety inspection. And the wait at the inspection station in southwest Washington can still take more than an hour.

D.C.'s Zoning Commission has given preliminary approval to a new rule that would let the car-sharing service Zipcar legally park its cars in lots and alleyways.The company already pays to rent private spaces in residential neighborhoods around the city. But the city doesn't allow other commercial activity in neighborhoods, so D.C. officials proposed the new rule for car sharing. The rule would let Zipcar continue its practice.

High-tech security scanners that might have prevented the Christmas Day attempt to blow up a jetliner have been installed in only a small number of airports around the world, in large part because of privacy concerns over the way the machines see through clothing.The body-scanning technology is in at least 19 U.S. airports, including Denver's, while European officials have generally limited it to test runs.

The leading Republican on the House Homeland Security Committee says the Nigerian man accused of attacking an airliner as it approached Detroit should be tried by a military tribunal rather than a civilian court.Rep. Peter King of New York said Tuesday it will be more difficult for authorities to get useful information from the suspect if he is given the legal rights afforded to defendants in civilian courts, including the right to a lawyer.
