Authorities say they can't charge a St. Paul man with a felony after he was arrested for the 20th time on suspicion of drunken driving.Minnesota law makes a fourth drunken driving offense within 10 years a felony. But prosecutors say that because only two of Paul Garay's DWI convictions were in the past 10 years, the 55-year-old could only be charged with gross misdemeanors Monday.

A Minneapolis woman has been charged in a wrong-way crash that killed an unborn child.Connie Ann Stroud faces three counts of criminal vehicular homicide and three counts of criminal vehicular operation for the Dec. 5 crash.
FARMINGTON
A Farmington man faces charges stemming from an allegedly drunken crash that killed an 88-year-old man.Police say 37-year-old Jeffrey Martin had his 9-year-old son in the vehicle at the time. Martin was charged Monday with felony child endangerment and two counts of driving while impaired.

Dick Day, but the Democratic and Republican parties weighed in a day earlier.Minnesota Republicans are backing Waseca businessman Mike Parry in next month's special election. The city of St. Paul has settled a legal battle with Exxon Mobil Corp. over a former oil-tank farm in the city.The city has agreed to pay the oil giant $1 for 36 acres of the property and promises to use the land only for a park.

Farmers who belong to the Minnesota Wheat Research and Promotion Council vote next month on a proposed increase to their checkoff amount.The proposal is to raise the rate from 1 to 2 cents per bushel. The 1-cent-per-bushel rate has been in place since the wheat checkoff was established 30 years to fund research and promotion.

Minnesota's Republican Party has thrown its support behind Waseca businessman Mike Parry to replace retiring state Sen. Dick Day in a special election next month.Republicans at Monday's Senate District 26 Convention endorsed Parry following a third round of voting. The special election will be held Jan. 26.
ST PAUL
Federal officials investigating the killings of two gray wolves in northern Minnesota say they'll offer up to $1,000 for information leading to the arrest and conviction of those responsible.Officials with the U.S. Fish and Wildlife Service say the wolves were killed on or around Nov. 9. One wolf was shot northwest of Grand Rapids, and the other was killed northwest of Two Harbors. The wolf killed near Two Harbors had been fitted with a radio tracking collar.
