
Amendment 46 is a measure sponsored by the Colorado Civil Rights Initiative, an organization run by Ward Connerly. The measure proposes to end all preferential treatment of race, sex, color, ethnicity, or national origin in public employment, public education (including college admission), and public contracting in the state of Colorado.
In opposition to the measure, Colorado Unity has argued that its wording and title are misleading and will lead to, "the end of even the most modest of equal opportunity and affirmative action programs in Colorado."
Governor Bill Ritter has also taken a stand against 46, stating that the amendment, "undercuts Colorado and destroys years of progress in education, in health care, in workforce development."
Opponents to the measure have also tried to attack the amendment in court, arguing that the signatures that placed it on the ballot in the first place were invalid and involved deceitful tactics. In a report by the Colorado Independent, former Pat Schroeder worker Venita Vinson and a woman named Candace Frie told tragic tales of being fooled by petition circulators outside of their local King Soopers. Frie even read the text of the initiative and still signed.

Public opinion has swung violently against preferential treatment in recent years, and a poll back in June found that voters favor Amendment 46 by a margin of 65-15. Given this, opponents have apparently abandoned efforts to argue against the amendment on its merits, and instead have started airing attack ads targeting Connerly himself.
