Cheap chic has always been a way of life for me.

Target was the first chain store to market the concept nationally, and shopping at Target has always been a plesant experience for me.

Most Target stores are clean, don't have that awful odor that other cheap chic wannabes often have and the merchandise doesn't look, well, cheap.

Target employees are usually pleasant and helpful, the parking lots are well lit at night, and they maintain a large inventory of the huge amount of merchandise they carry.

There are other stores that fall into the category of cheap chic, but Target is the undisputed leader.  We consumers can only win as other retailers jump on the cheap chic bandwagon.
