
The game plan was this: By the time you read this, there was supposed to have been agreement on a contract between SEPTA and Transport Workers Union Local 234.
But in this strike, nothing has gone according to plan.
A TWU spokesperson this afternoon told philly.com blogger Ben Waxman that a news conference set for this afternoon at the Bellevue will not include an announcement of a contract agreement. Instead, the TWU says that progress is being made and that it is preparing a counterproposal that will be relayed to SEPTA via U.S. Rep. Bob Brady (D-Pa.) If SEPTA agrees to the counterproposal, then the TWU board is prepared to vote to approve the deal. The board will also consider whether it is comfortable enough with its proposal to recommend that members return to work immediately or whether it will request a ratification vote by the members first.
